Our goal shooter's goals have been circling the inside of the goal rim and popping out. Is there anything we can work on with technique to avoid this?

That sounds very frustrating, but you can find the correct shooting technique here. This may be happening for a number of reasons, possibly due to the power or spin on the ball - I am unsure without seeing the individual technique.
However, I would advise you to try to get your shooters to get the ball to go up and come straight through the net - for example think of a triangle or witches hat on top of the post, if you put the right power and accuracy on it, the ball should hit the top point (of the triangle or hat) and drop down into the net. This has a lot to do with the flick on the ball, so get your shooters to figure out how it feels when they get it correct and try to replicate that feeling. From there, it is simply about practice and practicing from different spots.
