Sort of both/everything. After warming up start by making sure they can catch simple chest passes. Then move to shoulder passes teaching them to step in, this will get them thinking about their feet. Once you have warmed them up with throwing get them running down the court blow your whistle and they have to stop and show you which is their grounded foot, you'll be able to see who has more problems with it very quickly. You can progress this drill to getting them to pivot and run back blowing your whistle again and again. Doing this for several weeks in a row will get them really thinking about feet.

They also need to be taught/reminded before the first game the court. Yell out transverse line or centre third and make them run to it (they love all trying to squeeze into the centre circle), it really helps the umpires on game day if they know the court.

Basically at this age lots of passing and stopping and defending in each training session should be done but only for 5-8 minutes at a time as they will get board and run you right over.
