It can be difficult to ensure all players get equal court time and of course, it depends what positions you have within your team - for example, you may have a lot of centre court and a lack of defence which would make rotations more difficult. I would advise you explain to the girls before the first match how court time may differ dependent on positions - some girls may get more court time, due to fewer people playing that position. However also explain how in each match every player should get at least half a game.
Depending on how much control you have over the timings of the match - try to get the match split into 6x 10 minutes, instead of 4x 15 minutes. This will give your players the same amount of court time (60 minutes) but allow you to make more changes so players are off for less time.
However, the key is to make sure you plan in advance so you can ensure each player is on for at least a half in each match. If anyone has any issues or concerns, ensure there are open channels of communications so you can address these and bring about a solution.
